Between 1986 and 2009 he was the General Director of the Colombian National Direction for Copyright (DNDA) where he had a relevant function in highlighting Copyright as a economic and social development factor, From 2009 he has been the director of the Regional Center for the Promotion of Books in Latin America and the Caribbean (CERLALC). Before that he has been a defender of Copyright and related rights in the whole region but particulary in his country. Thanks to his contribution, he received the Gold Medaille of OMPI in 2006. He has been also an active part in forging many agreements on copyright. He is professor for Copyright at many Colombian and Latin American Universities. He has a long career as speaker at many international congresses and seminaries on this subject. He is has written many articles on this subject. He is also a member of the Interamerican Institute of Copyright (IIDA) and the International Literary and Artistic Association (ALAI) as well as one of the founders of the Colombian Center of Copyright (CECOLDA).
